美CFTC将加密永续合约归为境外期货并对Coinbase相关业务发出不执法声明
Odaily星球日报讯 美国商品期货交易委员会（CFTC）市场参与者部门今日发布解释性意见与“不执法声明”（No-Action Letter），回应 Coinbase Financial Markets 申请，允许其通过关联境外交易平台 Deribit 提供部分数字商品衍生品交易服务。CFTC 工作人员确认，根据 2026 年 5 月 29 日针对 Kalshi BTCPERP 合约的批准框架，相关加密永续合约可被归类为《监管条例 30.1》定义下的“境外期货（foreign futures）”。
同时，在满足特定条件的前提下，CFTC 市场参与者部门表示，不建议对 Coinbase Financial Markets 采取执法行动，允许其将客户持有的数字商品及稳定币作为保证金，转移至其境外关联经纪商，用于支持境外期货及期权头寸交易，即使相关境外经纪商具备资产再使用权。
分析认为，该声明进一步明确了加密永续合约在美国监管体系中的分类路径，并为合规机构通过境外流动性市场接入衍生品交易提供制度空间。
